GHex 48.1

I was very anxious to get GHex 48.0 out the door that I forgot to bump the
libgtkhex library version. No matter, because this allowed us to get one new
minor GObject property addition under the wire.

So consider this minor release mostly an excuse to get libgtkhex 4.10.0
officially finalized.
